I like the site. I’m wondering if someone could share the discourse settings that were used to produce this particular arrangement of options, and any other information about the process of setting it up – eg hosting, cost, effort?

In the meantime, you may be able to find some of your answers here: https://www.discourse.org. I would guess we are using the “Standard” plan and wouldn’t be surprised if we have a non-profit discount (50-85% according to their pricing page).
