Several places, including USGS I believe, offer STAC catalogs and APIs for accessing Landsat scenes. We have an example for the Planetary Computer at Planetary Computer

@TomAugspurger , thanks for the guidance. I created a couple of notebook tutorials on accessing and using Landsat data from Planetary Computer!
